Addiction treatment will
be based upon a science-based best practice standard that includes:
(1)
A Biopsychosocial Addiction Model
(2)
A Developmental Model of Recovery
(3)
A Relapse Prevention & Early Intervention Model
(4)
An Integrated Biological, Cognitive, Affective,
Behavioral, & Social Therapy Model

The national plan for managing alcohol and drug problems will be based
upon a Public Health Addiction Policy designed to:
(1)
Prevent alcohol and drug abuse problems,
(2)
Intervene early should alcohol or drug problems occur,
(3)
Use the criminal justice system to holding people accountable for
alcohol and drug-related crimes,
(4)
Use treatment alternatives to punishment and incarceration whenever
possible.
3.
A national health care financing system will allow all
people, no matter how sick, to have the opportunity to recover.
(1)
All people will have access to affordable resources
for developing recovery, relapse prevention, & relapse early
intervention plans,
(2)
No one will be thrown away in the name of
cost containment
